  • Substance Use Block Grant Annual Reports

    Virginia’s Department of Behavioral Health and Developmental Services (DBHDS) Office of Behavioral Health Wellness (OBHW) distributes Substance Use Block Grant (SUBG) funding to 40 Community Services Boards (CSBs) across the commonwealth to plan, implement, and evaluate activities aimed at preventing and/or decreasing substance use. These reports, prepared by OMNI Institute (OMNI), provide an overview of block grant prevention activities in Virginia.

    SUBG is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) and was formerly known at the Substance Abuse Block Grant (SABG)

  • State Opioid Response (SOR) Annual Reports

    State Opioid Response (SOR) grant fundings support communities in addressing the opioid crisis by increasing access to medication-assisted treatment, reducing unmet treatment needs, and reducing opioid overdose related deaths. These reports, prepared by OMNI Institute (OMNI), provide an overview of SOR-funded prevention, treatment, and recovery activities in Virginia.

  • Partnership For Success (PFS) Grant Reports

    From 2015 to 2020, the Virginia Department of Behavioral Health and Developmental Services (DBHDS) was awarded Partnerships for Success (PFS) grant funding by the Substance Abuse and Mental Health Services Administration (SAMHSA). The PFS grant sought to leverage resources and funding at the state and local levels for prevention work and infrastructure building, as well as enhance state and community capacity to identify and address health disparities. DBHDS provided PFS grant funds to nine communities to address prescription drug misuse and heroin use among youth and young adults ages 12 to 25 years. These reports provide a snapshot of PFS grant activities.

Statewide Needs Assessments

  • 2022 Community Readiness Assessment

    With the legalization of recreational cannabis, as well as sports betting and other changes that expanded opportunities for gambling in Virginia, the Department of Behavioral Health and Developmental Services (DBHDS), in partnership with OMNI Institute, worked with Community Services Boards (CSBs) across Virginia to conduct two community readiness assessments to inform prevention efforts in these areas. This report details findings on the commonwealth’s behaviors, knowledge, attitudes, and environment in regards to gaming and gambling and cannabis.

  • 2022 Gaming and Gambling Environmental Scan Report

    In 2021 , the Virginia Department of Behavioral Health and Developmental Services (DBHDS) received funding from fees and taxes collected from gambling operators to support prevention efforts targeted at problem gambling and gaming. DBHDS, in partnership with the OMNI Institute, leveraged these funds to support Community Service Boards (CSBs) across the Commonwealth in conducting needs assessment efforts that would allow for a greater understanding of community behaviors, knowledge, attitudes, and environments related to gaming and gambling. This report summarizes findings from the environmental scans conducted by CSBs between October 2021 and May 2022 to understand the physical gaming and gambling landscape in Virginia.

  • 2018 Virginia Needs Assessment

    In the spring of 2018, the OMNI Institute collaborated with the Virginia Department of Behavioral Health and Developmental Services (DBHDS), Office of Behavioral Health Wellness to examine the status and needs related to behavioral health and substance use in Virginia. This needs assessment revealed that the longstanding focus of prevention work on alcohol and tobacco remains a need in Virginia. As such, these two substances are designated priority areas along with mental health and suicide.

    This report looks at how gaming and gambling affect youth and young adults in Virginia and explores how gaming and gambling can affect other aspects of public health, including substance use and mental health.

  • Virginia Substance Use and Behavioral Health Data Directory


    This data directory was compiled by The OMNI Institute in partnership with the Department of Behavioral Health and Developmental Services (DBHDS) and the Virginia State Epidemiological Outcomes Workgroup (SEOW). It is a directory of sources that collect and publish Virginia-specific substance use and behavioral health related data. The directory includes risk and protective factors for substance use, consequences of use, and several demographic indicators relevant to the multi-faceted issues of substance use and behavioral health.

  • County Health Rankings & Roadmaps



    The County Health Rankings & Roadmaps (CH&R) program is a collaboration between the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute. The program brings actionable data, evidence guidance, and stories to communities by ranking the health of nearly every county in the nation. The rankings help counties understand what influences how healthy residents are, how long they will live, and look at a variety of measures that affect the future health of communities, such as high school graduation rates, access to healthy foods, rates of smoking, obesity, and teen births.
